Study on the adequacy of the existing mechanisms for coordination in the field of innovation promotion in Spain - Anna Pallares Serrano

En aras de analizar la suficiencia de los mecanismos de coordinación existentes en sede del fomento a la innovación en España, se ha estudiado, en primer término, el concepto de “innovación” y el tratamiento de esta materia en el bloque de la constitucionalidad para abordar, seguidamente, el estudio de diferentes mecanismos de coordinación sobre el fomento a la innovación establecidos por la normativa. Posteriormente, el trabajo se centra en mostrar las duplicidades, redundancias, carencias y fragmentaciones detectadas en el sistema para finalizar con unas propuestas de mejora de lege ferenda y reflexiones finales sobre el objeto de estudio.

ANÁLISIS DE LOS MECANISMOS DE COORDINACIÓN QUE ESTABLECE NUESTRO ORDENAMIENTO SOBRE EL FOMENTO A LA INNOVACIÓN. 1. El fundamental papel alienador de la Estrategia Española de Ciencia, Tecnología e Innovación. 2. La concreción de instrumentos ordenadores en el Plan Estatal de Investigación Científica y Técnica y de Innovación. 3. El Consejo de Política Científica, Tecnológica y de Innovación como órgano coordinador a nivel estratégico. 4. El sistema de Información sobre Ciencia, tecnología e Innovación: instrumento esencial de trabajo. 5. La Red de Políticas de I+D+i como elemento de coordinación operacional entre la Administración General del Estado y las Comunidades Autónomas. IV. ¿SON ESTOS MECANISMOS DE COORDINACIÓN SUFICIENTES? 1. Estudio de las posibles duplicidades, redundancias, carencias y fragmentaciones. 2. In order to analyse the adequacy of the existing mechanisms for coordinating the promotion of innovation in Spain, we have first studied the concept and treatment of "innovation" in constitutional law before studying the different coordination mechanisms established by the regulations. The paper then highlights the duplications, redundancies, shortcomings and fragmentations detected in the system and concludes with some proposals for improvement de lege ferenda and some final reflections on the object of study.

The absence of its explicit mention in the distribution of powers in the Constitution. 3. The co-occurrence of competencies in this area. III. ANALYSIS OF THE COORDINATION MECHANISMS ESTABLISHED BY THE SPANISH REGULATIONS GOVERNING THE PROMOTION OF INNOVATION. 1. The fundamentally alienating role of the Spanish Strategy for Science, Technology and Innovation. 2.
