Desde la perspectiva de la teoría del Estado, el par representación - participación expresa en general un proceso de conexión entre Sociedad y Estado susceptible de proyectarse históricamente en un sentido de presencia creciente, o inclusión, de la Sociedad sobre el Estado. Aunque en términos históricos las diversas oleadas evolutivas por las que discurre este proceso incremental no siempre han generado resultados armónicos o positivos, siguiendo en general las exigencias de un "buen gobierno" se defiende la idea de un equilibrio triangular que integraría participación, representación y conocimiento experto.

From the perspective of State theory, the pair representation-participation generally expresses a process of connection between Society and the State, leading towards a growing presence of the former within the latter. Historically, however, this connecting process has not always translated into fruitful or even harmonic results. This paper sustains that, in order to attend to the demands of “good governement”, a triangular equilibrium is needed among participation, representation and expertise.
