Esta crónica analiza la Ley 2016-483, la única anunciada en esta legislatura sobre el régimen de función pública en Francia, y que viene a incorporar a la letra del Estatuto General de los Funcionarios ciertas obligaciones de deontología profesional hasta ahora reconocidas aplicables por la jurisprudencia. Sin embargo, la norma tiene también, además de una gestación compleja, otros preceptos que resultan de interés, por ejemplo en materia disciplinaria y de representación colectiva. En este trabajo se extracta su principal contenido pero también se critica aquello que la Ley no dice, analizando con espíritu crítico sus fortalezas y debilidades.

This paper analyses French Act 2016-483 dated 20 April, the only one to be focused on public service in this legislature. It intends to incorporate certain duties on ethics, till now recognized applicable by jurisprudence, word-for-word to General Civil Service Rules. Nevertheless, this piece of law has also, besides a complex gestation, other interesting aspects such as specific provisions regarding disciplinary guaranties and collective representation. The main content of the Act is hereby summarized, as well as its silences, criticizing strengths and weaknesses into the new regulation.
