Se critica, en el marco actual de la crisis de nuestras instituciones públicas, la reforma que efectuó la Ley 57/2003 en el régimen local, por la configuración y composición de la Junta de Gobierno local para los “grandes municipios”, de forma que se entiende contraria al art.140 de la Constitución (CE), tal y como ha declarado recientemente el propio Tribunal Constitucional.

In the context of the general crisis of our public institutions, this paper does criticism on the reformation made by the 57/2003 Act in the Local Government, focusing the nature and composition of the new Government board which has been introduced for the big towns, what here it is considered contrary to the art.140 of the Spanish Constitution, as it has recently been declared by the Spanish Constitutional Court.
