La Unión Europea impulsa su presencia en Asia: Comentario a la Decisión 2012/308/PESC del Consejo, de 26 de abril de 2012, relativa a la adhesión de la Unión Europea al Tratado de Amistad y Cooperación en el Sudeste Asiático. (RI §412604)  

The European Union boosts its presence in Asia: Comments on Council Decision 2012/308/CFSP of 26 April 2012 on the accession of the European Union to the Treaty of Amity and Cooperation in Southeast Asia - Pablo Pareja Alcaraz

La decisión de la Unión Europea de acceder al Tratado de Amistad y Cooperación en el Sudeste Asiático supone un impulso significativo de sus relaciones con la ASEAN. En primer lugar, dada la naturaleza política de este tratado, la adhesión contribuye a equilibrar el contenido de las relaciones UE-ASEAN, cuya agenda sigue dominada por los intereses económicos y comerciales. En segundo lugar, este paso impulsa la vía multilateral en las relaciones UE-ASEAN tras casi tres años marcados por la negociación de acuerdos de libre comercio bilaterales con diversos países del Sudeste asiático. Por último, la adhesión abre las puertas a la previsible incorporación de la Unión Europea a las Cumbres de Asia Oriental (EAS), la iniciativa llamada a jugar un papel preponderante –junto con el Foro Regional ASEAN– en la gestión de los asuntos de seguridad regionales. No obstante, la transcendencia de esta decisión para la Unión Europea dependerá de su voluntad para mantener la apuesta por el multilateralismo interregional y ampliar la agenda negociadora a nuevos temas políticos y de seguridad.

The European Union’s Decision to accede the Treaty of Amity and Cooperation in Southeast Asia last April 26, 2012 means a significant boost to its relations with ASEAN. First, in light of the Treaty’s political orientation, this accession contributes to balance the content of EU-ASEAN relations, still highly dominated by economic and trade interests. Second, this step reinforces the multilateralist approach in UE-ASEAN relations after three years in which the bilateral negotiation of FTAs with individual countries has been at the center stage of the agenda. Third, the EU’s accession opens the door to its likely incorporation to the East Asia Summit, the initiative better placed (together with the ASEAN Regional Forum) to manage Asia’s regional security issues in the near future. However, the relevance of this decision for the EU depends on its will to enhance interregional multilateralism and to gradually expand the agenda to include more political and security issues.
