Las dos reformas que ha sufrido la Constitución española de 1978 han tenido su origen en normas y disposiciones derivadas de la Unión Europea. De ahí que el autor del presente Trabajo insiste en el factor europeo presente en dichas reformas. La modificación del artículo 135 ha supuesto, además, la inclusión de aspectos tan relevantes como la vinculación expresa de España con la Unión Europea, así como una referencia expresa al sometimiento de todos los poderes públicos territoriales a las exigencias derivadas de las reglas sobre disciplina presupuestaria.

The two reforms has been the Spanish Constitution of 1978 have been based upon rules and regulations derived from the European Union. Hence the author of this Work emphasizes the European factor present in these reforms. The amendment of Article 135 has been also including aspects such as the expressed link between Spain and the European Union, as well as an express reference to the submission of all territorial authorities to the demands of the rules on budgetary discipline.
