El artículo ofrece una visión global del pensamiento de Rafael Altamira y Crevea (1866-1951) y del resto de liberales de su entorno sobre el proceso ideológico y jurídico técnico de creación del Tribunal Permanente de Justicia Internacional (TPJI), así como de los ejes de la política jurídica exterior española en el período de entreguerras. Se pretende examinar el perfil de Altamira en el contexto de los movimientos y debates de sus contemporáneos que enriquecieron sus ideas desde los años iniciales de formación hasta el final de su vida. El valor del análisis de la obra de Altamira es que su proyecto refleja los cambios operados en la sociedad internacional en el siglo XX y en la historia de la política exterior española. Esta tarea encuentra su inspiración en la influencia de los círculos jurídicos españoles en la elaboración de respuestas a los nuevos desafíos internacionales del siglo XXI y en el respeto del estatus democrático que disfruta España en la actualidad.

The article offers a global vision of Rafael Altamira y Crevea (1866-1951) thought and the rest of the liberals around him on the ideological and technical legal process of creating the Permanent Tribunal of International Justice (TPJI), as well as the axes of Spanish foreign legal policy in the interwar period. It is intended to examine the profile of Altamira in the context of the movements and debates of his contemporaries that enriched his ideas from the initial years of formation until the end of his life. The value of the analysis of Altamira's work is that his project reflects the changes that took place in international society in the 20th century and in the history of Spanish foreign policy. This task finds its inspiration in the influence of Spanish legal circles in the elaboration of responses to the new international challenges of the 21st century and in the respect for the democratic status that Spain enjoys today.
