En los últimos tiempos, el problema del acceso a la vivienda se ha colocado a la cabeza de las preocupaciones sociales y políticas. El debate técnico o científico no puede quedar al margen y, de ahí, la tesis central de este trabajo: si desde el Derecho del Trabajo y de la Seguridad Social se pueden aportar argumentos, aproximaciones, ideas y propuestas a este debate. Teniendo en cuenta el particular contexto que atraviesa la construcción en general y la vivienda social en particular, el estudio se dedica a abordar el modo en que históricamente se ha conectado la vivienda con el Derecho del Trabajo y de la Social. A continuación, se echa mano del análisis comparado para ver cómo estos vínculos se han establecido en otros países. Sobre la base de las conclusiones obtenidas, se dedica el último apartado a bosquejar algunas líneas de desarrollo de las políticas de vivienda en esta rama del Derecho.

In recent times, the problem of access to housing has been at the forefront of social and political concerns. The technical or scientific debate cannot remain on the sidelines and, hence, the central thesis of this work: whether Labour and Social Security Law can provide arguments, approaches, ideas and proposals to this debate. Bearing in mind the particular context of construction in general and social housing in particular, the study is dedicated to addressing the way in which housing has historically been included in Labour and Social Security Law. Comparative analysis is then used to see how these links have been established in other countries. On the basis of the conclusions reached, the last section is devoted to sketching out some lines of development of housing policies in this branch of law.
