Posicionamiento de las distintas instituciones de las Naciones Unidas sobre el nexo entre el bienestar animal y la sanidad animal, el medio ambiente y el desarrollo sostenible: la Conferencia mundial de la FAO sobre la transformación sostenible de la ganadería (Roma 25 – 27 de septiembre 2023) y otras iniciativas. Positions of the different United Nations organizations on the nexus between animal welfare & animal health, and the environment and sustainable development: The FAO Global Conference on Sustainable Livestock Transformation (Rome 25-27 September 2023) and additional initiatives - Grupo de Investigación Friends of Thoreau

El presente comentario analiza la presentación, discusiones y conclusiones de la citada Conferencia por parte de la FAO y de algunos otros actores, incluido el Ministerio de Agricultura, Pesca y Alimentación, centrándose especialmente en cómo fue abordado en bienestar de los animales de las explotaciones ganaderas. La Conferencia da cuenta de los diversos intentos habidos hasta la fecha para incluir el bienestar animal en los ODS de la Naciones Unidas y las agendas de otras organizaciones internacionales tales como la Organización Internacional de comercio (OMC) o la Organización Mundial de Sanidad Animal (anterior OIE, actuamente WOAH o, en español, OMSA) o las tareas de la propia Asamblea General de las Naciones Unidas sobre la ciencia en la toma de decisiones en derecho y política internacionales. La Conferencia supone, al menos provisionalmente un paso adelante en esa senda; la FAO no se ha limitado a mantener las referencias usuales al movimiento “Una Salud” (One Health) de la OMSA sino que exploró, juntamente con la misma y otras instituciones y organizaciones, cómo poner más énfasis en la necesidad de incorporar el bienestar animal, “Un Bienestar” (One Welfare), como uno de los elementos esenciales de la sostenibilidad y en explorar, también, los mecanismos de ambos en su relación con la productividad económica de la ganadería y en sus aspectos sociales a nivel global. Dado que esta Conferencia a Mundial de la FAO sobre la Transformación Sostenible de la Ganaderías simprmente acordó, en último término, en continuar el debate, quizás puede albergarse alguna esperanza de que el bienestar animal acabe siendo principio esencial de dicha sostenibilidad. Por otro lado, sería injusto dejar de resaltar que en algunos de los eventos paralelos (side events) -y en otros celebrados inmediatamente después también en Roma, aprovechando la presencia los días anteriores de expertos y delegados en la Conferencia-, se profundizó más, incluyendo la expansión hacia un marco global del denominado “Consenso de Beijing” de 2018, lo que también es una señal prometedora. Finalmente el comentario da cuenta del statu quo de cumplimiento de la Resolución 5.1 de la Asamblea de la Naciones Unidas sobre el Medio Ambiente (ANUMA) de 2022 y 2023 y de la discusión del estado de su proceso de implementación en la 7th Africa Animal Welfare Conference (AAWC) – Action 2023, que tuvo lugar en Kigali, Rwanda en la misma fecha de 25-27 de septiembre de 2023, de cara a la aprobación final de la política a adoptar oficialmente sobre la cuestión del Nexo del bienestar animal con el medio ambiente y el desarrollo sostenible, en la ANUMA-6 que se celebrará el próximo mes de febrero/marzo 2024.

I. LA CONFERENCIA MUNDIAL DE LA ORGANIZACIÓN DE LAS NACIONES UNIDAS PARA LA ALIMENTACIÓN Y LA AGRICULTURA (FAO) SOBRE LA TRANSFORMACIÓN SOSTENIBLE DE LA GANADERÍA, ROMA 25 – 27 DE SEPTIEMBRE 2023: LA SESIÓN SOBRE “UNA SALUD, UN BIENESTAR” (ONE HEALTH, ONE WELFARE) ANIMAL. II.- EL ACTO PARALELO (SIDE EVENT) Y SOBRE LA MATERIA Y LA SESIÓN COMPLEMENTARIA SOBRE EL BEIJING CONSENSUS. III. LAS RESOLUCIONES AWESDE (ANIMAL WELFARE, ENVIRONMENT & SUSTAINABLE DEVELOPMENT NEXUS RESOLUTIONS) DE LAS ASAMBLEAS DE LAS NACIONES UNIDAS SOBRE EL MEDIO AMBIENTE Y LA SÉPTIMA CONFERENCIA AFRICANA DE BIENESTAR ANIMAL. ESTADO DE LA CUESTIÓN. ANEXOS 1-6.

This Note contains an analysis of the FAO´s and of some other actors, including the Spanish Ministry of Agriculture, Fisheries and Food of the Spanish Government, presentations, discussions and conclusions of the said Conference, with special focus on how animal welfare of farm animals and livestock in general was approached. The Conference analyzed the previous and ongoing attempts to include animal welfare within the United Nations SDG principles, by international organizations such as the World Trade Organization (WTO), the World Organization for Animal Health (former OIE, current WOAH), or even the UN General Assembly policies on Science, as an essential element of international law & policy decision-making processes; the Conference implied a step further in that path; FAO did not limit its debates to simply maintain its usual references to the “One Health” movement of WOAH; rather, it explored, with WOAH and other international organizations and institutions, how to put more emphasis on the need to incorporate animal welfare (One Welfare) as an essential element of sustainability, and also to explore the links between both of them with economic productivity of livestock and its social impact at the global level. Since this first World Conference on Sustainable Livestock Transformation of the FAO ultimately only agreed to continue the debate, there could be some hope that eventually animal welfare could become an essential principle of sustainability. On the other hand, it would be unfair not to mention that in some the Side Events –and in an additional one that took place immediately afterwards, in Rome, benefiting from the presence of experts and delegates in the Conference- more in depth analysis continued, including the expansion to the global arena of the so-called “Beijing Consensus” of 2018, which sounds promising. Finally, this Note reports on the status quo of compliance with Resolution 5.1 of the United Nations Environment Assemblies (UNEA) during 2022 and 2023, and the discussion of its progress at the 7th Africa Animal Welfare Conference (AAWC) – Action 2023, held in Kigali, Rwanda, on the same date of September 25-27 2023, towards UNEA-6 approval of the final policy in February-March 2024 concerning the Nexus between animal welfare and the environment and sustainable development.
