Los municipios, las ciudades, las regiones y los políticos electos a nivel de base implementan la democracia pluralista, los derechos humanos y el estado de derecho, los elementos clave de lo que el Consejo de Europa considera el modelo europeo de sociedad. Este ensayo analiza el papel y las respuestas del Congreso de Autoridades Locales y Regionales, un órgano del Consejo de Europa que no solo se ocupa de la gobernanza local de manera abstracta, sino que aúna experiencias transversales y horizontales de alcaldes, concejales, parlamentarios regionales y miembros gubernamentales de 46 países europeos. Contribuyendo a las actas de una conferencia interdisciplinaria, se abordará el contexto institucional y multinivel de la acción seleccionada de municipios, ciudades y regiones, representadas por el Congreso, en la implementación de la democracia, los derechos humanos y el estado de derecho. Se evaluarán los instrumentos jurídicos, en particular las medidas adoptadas para garantizar una aplicación contemporánea de la Carta Europea de la Autonomía Local, en vigor desde 1988, y las propuestas para empoderar a la autonomía local a fin de hacer frente a las crisis y los desafíos medioambientales actuales. La acción del Congreso en áreas políticas seleccionadas se presenta en el contexto de la arquitectura institucional del Consejo de Europa con un enfoque en el negocio central de la Organización. Algunas referencias históricas, útiles para un público no tan familiarizado con la historia del proceso de integración europea, completan el ensayo.

Municipalities, cities, regions, and the elected politicians at the grassroots implement pluralist democracy, human rights, and the rule of law, the key elements of what the Council of Europe considers the European model of society. This essay explains the role and responses of the Congress of Local and Regional Authorities, an organ of the Council of Europe not only dealing with local governance in an abstract way, but rather uniting crosscutting and horizontal experiences from mayors, councillors, regional parliamentarians, and government members from 46 European countries. Contributing to the proceedings of an inter-disciplinary conference, the institutional, and multi-level context of selected action of municipalities, cities and regions, represented by the Congress, in implementing democracy, human rights, and the rule of law will be addressed. Legal instruments, notably steps taken to ensure a contemporary application of the European Charter of Local Self-Government, in force since 1988, and proposals to empower local self-government to address current crises and environmental challenges, will be covered. The action of the Congress in selected policy areas is presented in the context of the institutional architecture of the Council of Europe with a focus on core business of the Organisation. Some historic references, which are useful for an audience not so familiar with the history of the European integration process, complete the essay.
