La economía circular, la sostenibilidad y la protección del territorio en la nueva regulación del alojamiento turístico balear. (RI §425124)  

El turismo es el principal motor económico de las Islas Baleares; esto se debe a que el archipiélago es un reclamo turístico de primer orden. Como no podía ser de otro modo la regulación de la industria turística debe apostar por conjugar factores tan diversos como la protección de los visitantes, del medio ambiente, de los recursos naturales limitados y de los residentes. Uno de los sectores más afectados por la incidencia de las nuevas tecnologías en una apuesta por mejorar la contratación de servicios turísticos ha sido el sector del alojamiento turístico. En este trabajo se realiza un estudio de la nueva regulación contenida en el Decreto Ley 3/2022, de 11 de febrero, de medidas urgentes para la sostenibilidad y la circularidad del turismo de las Illes Balears. La propuesta de medidas que se hace en esta norma, el calendario que fija para hacerlas efectivas, así como el régimen sancionador que establece para el caso de su incumplimiento tienen como objetivos principales convertir al archipiélago en pionero en aplicar medidas circulares a las empresas y establecimientos turísticos, así como facilitar la concesión de las ayudas económicas vinculadas a los fondos europeos para la recuperación, transformación y resiliencia para el periodo 2021-2023

Tourism is the main economic engine of the Balearic Islands; this is due to the fact that the islands is a tourist attraction of the first order. As it could not be otherwise, the regulation of the tourism industry must bet on combining factors as diverse as the protection of visitors, the environment, limited natural resources and residents. One of the sectors most affected by the incidence of new technologies in a bid to improve the contracting of tourist services has been the tourist accommodation sector. In this work, a study of the new regulation contained in Decree Law 3/2022, of February 11, on urgent measures for the sustainability and circularity of tourism in the Balearic Islands is carried out. The proposal of measures that is made in this regulation, the calendar that it establishes to make them effective, as well as the sanctioning regime that it establishes in the case of non-compliance have as main objectives to make the archipelago a pioneer in applying circular measures to companies and tourist establishments, as well as facilitating the granting of economic aid linked to European funds for recovery, transformation and resilience for the period 2021-2023.
