Parliamentary accountability of the cabinet members: an attempt of doctrinal construction - Alberto Anguita Susi

La reciente interposición de varias mociones de reprobación contra algunos miembros del gobierno central ha servido para reavivar el debate sobre la responsabilidad política individualizada. La responsabilidad política, heredera del clásico parlamentarismo racionalizado, ha sido superada por una suerte de “malla de responsabilidades” que evidencia la necesidad de que los representantes políticos respondan ante el órgano de representación de la soberanía popular (responsabilidad parlamentaria).

LAS MOCIONES DE REPROBACIÓN CONTRA LOS MINISTROS: NATURALEZA Y ALCANCE IV. LA RESPONSABILIDAD POLÍTICA DE LOS MIEMBROS DE LOS GOBIERNOS AUTONÓMICOS V. CONCLUSIONES: PROPUESTAS PARA INSTITUCIONALIZAR LA EXIGENCIA DE RESPONSABILIDAD POLÍTICA INDIVIDUALIZADA.

The recent filing of several motions of disapproval against some members of the central government has served to revive the debate about the individualized accountability. Accountability, heir to the classic rationalized parliamentarism, has been overcome by a sort of "mesh of responsibilities" that demonstrates the need for political representatives to respond to the representative body of popular sovereignty (parliamentary responsibility).
