The Presidency of Congress in the Candidate proposal to President of the Government - Enrique Belda
El sistema constitucional español no permite al Jefe del Estado decisiones efectivas de alcance político, tampoco cuando se trata de proponer al Congreso de los Diputados un candidato a Presidente del Gobierno. Esta ausencia de poder, especialmente en lo referido a la persona que se propone, ha de ser subrayada, precisamente, en ausencia de mayorías claras en esa Cámara. La decisión reside siempre, también al configurar la propuesta de candidato, en los diputados. La presidencia del Congreso de los Diputados ha de asumir en esa circunstancia mayor protagonismo ordenador de todo el procedimiento formal y del control sobre el nombre y posibilidades del candidato.

The Spanish constitutional system does not allow the King to make effective decisions with a political scope, nor propose a candidate for the President of the Government to the Congress of Deputies. This absence of power, especially in regard to the person proposed, must be underlined, precisely, in the absence of clear majorities in this Chamber. The decision always lies, including when putting together the candidate proposal, with the members of the Chamber. The Presidency of the Congress of Deputies has to accept that prominence will play a greater role in all of the formal procedures and the control over the name and possibilities of the candidate.
