El perro y el hombre: historia de una relación. De las perreras municipales a los centros de protección animal del siglo XXI. Aproximación a la Norma UNE 313001 de 2016 en lo que a los centros de acogida y residencias de perros se refiere. (RI §419492)  


Dog and the man: history of a relationship. From municipal kennels to animal shelters of the 21st century. An approach to the UNE 313001 standard of 2016 concerning dog shelters and kennels - Juan Carlos Ortiz Menéndez, Cristina Velasco Bernal, Javier Gavela García y Carlos Pizarro Chordá

El objetivo de este trabajo es presentar resumidamente la evolución de la relación del perro con el ser humano, constatando el punto de inflexión que supuso la aparición de epidemias de rabia, como lo que provocó la creación y puesta en funcionamiento de las perreras municipales, con la responsabilidad y la obligación de la recogida de los animales vagabundos, agresivos y rabiosos. La promulgación de nuevas leyes en materia de protección animal, impulsadas por los cambios sociales en la percepción de los animales de compañía, ha modificado el escenario y requiere una adaptación de las instalaciones y los modelos de gestión de los centros de protección animal para que dejen de ser “centros de sacrificio” y se transformen en verdaderos centros de protección donde el bienestar de los animales sea la prioridad. En esta nueva etapa se considera que los métodos de gestión, bajo una perspectiva de calidad, mejoran la eficacia de las políticas de protección y bienestar animal aportando un valor añadido y un reconocimiento social. El artículo concluye con una introducción a las cuestiones que relacionadas con los perros son objeto del nuevo estándar de la Norma UNE 313001 de 2016.

The objective of this work is to briefly present the evolution of the dog's relationship with humans, emphasizing the point of inflection that led to the emergence of rabies epidemics, as the main cause for the establishment and operation of local shelters, with the responsibility and obligation of capturing stray, aggressive and rabid animals. Also included in this work is how the enactment of new laws on animal protection, driven by social changes in the perception of pets, have changed the scenario and require an adaptation of the facilities and management models of animal shelters so that they stop being "centers of sacrifice" and become true centers of protection where the welfare of their animals is the priority. In this new stage it is considered that management methods, from a quality perspective, improve the effectiveness of animal welfare and protection policies and providing added value and social recognition. The article end with an introduction to the dog related issues addressed by the 2016 standard UNE 313001.
