La implantación de un Mercado Interior de Electricidad a nivel europeo constituye un objetivo prioritario para la Unión Europea en materia energética. Actualmente, existen algunas dificultades para llevar a cabo la constitución de este mercado de forma eficiente y, entre ellas, destacan las acontecidas en materia de implantación y gestión de infraestructuras de electricidad europeas. Este trabajo presenta una revisión regulatoria e institucional de las mismas, centrando el objeto de estudio en la gestión de las redes transeuropeas a través de los códigos de red y directrices, así como en los proyectos de interés común en curso y las expectativas futuras. Todo ello en el marco del Paquete de invierno energético, donde la Comisión elabora varias propuestas encaminadas a lograr una mayor integración de mercados a través de las interconexiones, precios más competitivos fruto de la liberalización, cumplimiento de objetivos climáticos y de sostenibilidad y mayor seguridad en el suministro de electricidad.

The implementation of the internal market for electricity in Europe is a priority objective for the European Union in energy matters. Currently, there are some difficulties to achieve this challenge in an efficient manner, and, with each other, highlight the implementation and management of the European Electricity Infrastructure. This study analyses a regulatory and institutional view of that, focusing the analysis on trans-european networks management through network codes and Commission guidelines, as well as projects of common interest in progress and the future expectations. All of this within the framework of the Energy Winter Package, where the Commission develops several proposals aimed at achieving greater electricity market integration through interconnections, more competitive prices as a result of liberalisation, compliance with climate and sustainability targets and greater security of supply.
