On the run-up to the elections and the settlement of claims: Germany and Spain, a comparative perspective - Pablo Fernández Casadevante Mayordomo

La convocatoria de elecciones, consecuencia de la previa disolución del Parlamento, da paso a un período en el que el ciudadano recobra el protagonismo que durante la legislatura suele ver excesivamente mermado. De hecho, es desde aquel momento hasta la celebración de los comicios, cuando las distintas formaciones políticas intensifican sobremanera sus esfuerzos de cara a seducir al electorado, empleando para ello todos los medios a su alcance. Pues bien, para supervisar tanto los actos de los partidos como todo lo relativo a la eficacia del derecho de sufragio activo, Alemania y España han instaurado un sistema que garantiza la objetividad y transparencia del proceso, si bien existen diferencias significativas que serán abordadas en el presente trabajo.

The calling of elections, following the previous dissolution of the Parliament, gives way to a period in which citizens regain the prominence excessively diminished during the legislature. In fact, since then and until the holding of the elections, the different political formations intense their efforts in order to convince the electorate, using all available means. So, Germany and Spain have implemented a system that guarantees objectivity and transparency in the process to monitor both the acts of the parties and all matters concerning the effectiveness of the right to vote, although there are significant differences to be addressed in this piece of work.
