La conferencia de Presidentes en la encrucijada de la lealtad institucional - Fernando Reviriego Picón

Aborda este trabajo la potencialidad de la Conferencia de Presidentes, un foro multilateral de encuentro al más alto nivel instrumento que puede alcanzar un lugar de privilegio en nuestro sistema de organización territorial, al menos si se saben aprovechar adecuadamente las oportunidades que abre. La existencia de una generalizada voluntad de colaboración unida al hecho de que las directrices partidistas o las coyunturas políticas no se antepongan, por lo que a los Presidentes autonómicos hace referencia, a la representación de sus respectivos territorios -sin olvidar los objetivos que pueda obtener a corto o medio plazo- será lo que determine que este foro o mecanismo de cooperación pueda convertirse o no en una pieza básica del engranaje de nuestro Estado autonómico.

In this work we study the full potential of the Conference of Presidents, a multilateral forum as a meeting point at the highest level. We need to be able to take advantage properly of the opportunities that it generates. The existence of a generalised will of collaboration, as well as the fact that the partisan orders or the political circumstances would not be given preference to the representation of their correspondent territories (without forgetting the objectives in the short or medium term), in regard of the Autonomous Communities’ Presidents, will determinate whether this forum or cooperation tool can become a key element in the working of our State of the Autonomous Communities.
