Internet voting and federalism: the swiss case. (RI §413549)

La Confederación suiza cuenta con un sistema político singular basado tanto en una intensa descentralización como en una activa participación ciudadana. Los ciudadanos son llamados a participar varias veces cada año en los diferentes niveles de Gobierno (local, cantonal, federal). Los 26 cantones de la Confederación suiza ostentan una signitiva autonomía en relación a la garantía de los derechos políticos incluyendo el uso de canales adicionales de voto como el postal o por internet. Suiza es pionera en el campo del voto por internet, habiendo empezado a utilizar este canal adicional desde el inicio de la pasada década de un modo controlado y gradual. Este estudio destaca las relaciones entre los derechos políticos, el federalismo y el voto por internet en Suiza. Se afirma que el modo en el que se ha desarrolado el voto por internet en Suiza ha estado fuertemente influenciado por el marco federal. En cambio, el voto por internet también ha ayudado a fortalecer el federalismo.

The Swiss Confederation has a unique political system characterized by strong decentralization and active citizen participation. Voters are asked to participate in votes and elections several times a year at the different levels of Government (local, cantonal, federal). The 26 Cantons (States) have substantial autonomy in political rights implementation including the use of additional voting channels such as the postal or internet ones. Switzerland is a pioneer of internet voting, having started to use it in a controlled and gradual way since the beginning of the years 2000. This paper highlights the relationship between political rights, federalism and internet voting in Switzerland. We affirm that the way internet voting develops in Switzerland is strongly influenced by the federalist context. On the other hand internet voting has also contributed to reinforce federalism.
