El Derecho internacional regula ciertos aspectos de terrorismo, pero no existe un tratado internacional que se ocupe de este fenómeno en su integridad. A tal efecto, las Naciones Unidas prepara un Proyecto de Convenio General sobre el Terrorismo Internacional. Aunque algunas cuestiones aún son objeto de discusión, la casi totalidad del texto propuesto ha sido ya aceptado por las delegaciones estatales. Por razones bien conocidas, el Derecho español está especialmente desarrollado en relación con el terrorismo, lo que permite realizar un análisis del contenido del Proyecto de Convenio General sobre el Terrorismo a la luz de la práctica –legislativa y judicial – española. El presente trabajo de investigación se centra en el referido análisis comparativo con el que se pretende identificar y examinar las coincidencias y las diferencias existentes entre la normativa internacional y la interna en la materia.

International law regulates certain aspects of terrorism, but there isn´t international treaty to deal this phenomenon in its entirety. To this end, United Nations prepared a Draft Comprehensive Convention on International Terrorism. Although some issues still under discussion, almost all of the proposed text has already been accepted by the state delegations. For reasons well known, Spanish law is especially developed in relation with terrorism, which allows analysing the Draft Comprehensive Convention on Terrorism in the light of Spanish practice – legislative and judicial-. The current research work focuses on the comparative analysis which aims to identify and examine the similarities and differences between international and internal regulation.
