Royal Decree Law 2/2009, 6th March, about emergency measures for maintaining and encouraging employment and protection of the unemployed - Lourdes Mella Méndez

El presente trabajo analiza las medidas adoptadas recientemente por el Gobierno en el ámbito laboral para hacer frente a la actual crisis económica. Las medidas en cuestión persiguen tres finalidades distintas. La primera, la de ayudar a mantener el empleo todavía existente; para ello se prevén, básicamente, bonificaciones en las cotizaciones a la seguridad social. La segunda, la de proteger a las personas desempleadas. Con tal objetivo se regula la posibilidad de volver a disfrutar de la prestación por desempleo cuando el trabajador queda afectado por un segundo expediente de regulación suspensivo o extintivo. La tercera finalidad es la de fomentar el empleo, especialmente el que es a tiempo parcial.

This paper analyses the measures taken recently by the Government in the work world in order to face the current economic recession. These measures follow three different aims. The first one is keeping the employment that still exists. For doing this, bonuses in the contributions to National Insurance are expected. The second one is protecting unemployed people. In order to achieve this, the possibility of enjoying unemployed benefit again if the worker is affected by a second suspensive or extinctive redundancy dismissal procedure is regulated. The third aim is promoting employment, especially part time jobs.
