El último año en Francia, tras los acontecimientos del primer semestre marcados por el desarrollo de referéndum sobre el Tratado por el que se establece una Constitución para Europa y su resultado negativo, ha sido un periodo de escasa relevancia constitucional, donde los actores políticos tienen la vista puesta en las próximas elecciones presidenciales. Desde el punto de vista constitucional podría destacarse el interés demostrado por el Consejo Constitucional por preservar la seguridad jurídica frente a los excesos o imprecisión del legislador lo cual ha mostrado no sólo en sus decisiones sino en su informe anual.
