Financial autonomy and territorial solidarity: a difficult equilibrium - Emilia Girón Reguera

La solidaridad Interterritorial se configura como uno de los principios constitucionales informadores del Estado Autonómico español. La más importante dimensión de este principio es en el ámbito económico-financiero, donde se constituye como una garantía para el equilibrio, adecuado y justo, entre las diversas partes del territorio español, cuya responsabilidad es no sólo del Estado sino también de las Comunidades Autónomas. Este artículo analiza la proyección de este principio en el sistema de financiación autonómica, en especial los instrumentos que se han articulado en los distintos modelos de financiación para garantizar su eficacia. La evolución experimentada refleja la creciente importancia que adquiere el principio de solidaridad interterritorial conforme se avanza en la corresponsabilidad fiscal. Un adecuado equilibrio entre los principios de autonomía y equidad, en permanente tensión, es uno de los más importantes retos de cualquier sistema de financiación autonómica.

Interterritorial solidarity has become one of the constitutive constitucional principles of the Spanish State of Autonomies. The greater dimension of this principle is at the economic-financial level, since it is a guarantee for the adequate and fair balance of the different parts of the Spanish territory, whose responsabilty is not only of the State but also of the Autonomous Communities. This article analyzes the projection of this principle in the system of autonomous financing, in particular the instruments that have been articulated in the different financing models to guarantee its effectiveness. The development of the system reflects the growing importance that the principle of solidarity interterritorial acquires when it advances toward the fiscal corresponsability. An appropriate equilibrium between the principles of autonomy and equity, in constant tension, is one of the most important challenges in any system of autonomous financing.
