Analiza el autor en el presente trabajo los fundamentos de la legitimidad del poder punitivo del Estado contra las nuevas amenazas a la seguridad a la vista de que determinados acontecimientos (riesgos medioambientales, conflictos territoriales de base religiosa o étnica, nuevas guerras, terrorismo global...) han dejado obsoletos los planteamientos tradicionales de la seguridad.

The author analyses the legitimacy grounds of the public punishing power against the new security threats attending to some events (environmental risks, religious or ethnical territorial conflicts, new wars, global terrorism) which caused the obsolescence of the traditional security approaching.
