El último acuerdo interinstitucional sobre disciplina financiera y buena gestión financiera, de 17 de mayo de 2006, prevé, por primera vez, que se lleve a cabo una revisión del marco financiero de la Unión Europea a mitad de período, en el ejercicio 2008-2009. En vistas a esta revisión, este artículo hace un análisis en clave europea de las perspectivas financieras 2007-2013. La metodología utilizada es cualitativa y comparativa. Primero se identifican las demandas que hay sobre el presupuesto para, a partir de ahí, determinar si el marco financiero da respuesta a dichas demandas. La conclusión es más positiva de lo que se podía esperar de unas perspectivas que son austeras por el lado de los ingresos y que siguen destinando cerca del 80% del gasto a la Política Agrícola Común y a la Política de Cohesión Económica y Social. Este artículo pone de manifiesto que la Unión Europea está utilizando el margen presupuestario que tiene para reorientar sus políticas clásicas y potenciar otras con el fin de ajustarse tanto a las necesidades surgidas de las últimas ampliaciones como a los objetivos de la Agenda de Lisboa Renovada.
The latest Interinstitutional Agreement on budgetary discipline and sound financial management, concluded on 17 may 2006, provides, for the first time, for a full-wide ranging middle-term review of the European Union financial framework. On the eve of this review, that will take place in 2008-2009, this article carries out an analysis of the financial perspectives 2007-2013 from a European Union point of view. The methodology used is both qualitative and comparative. First, the demands on the budget are identified so as to subsequently determine whether the financial framework responds to them. A negative result would highlight both the austerity of the present financial perspectives and the fact that the Common Agricultural Policy and the Economic and Social Cohesion Policy together are still meant to receive almost 80% of European Union spending. Findings indicate, however, that the European Union is making use of its limited budgetary margin both to give a new direction to its traditional policies and to promote newer ones. By so doing, the European Union is giving a response to both the enlargement demands and the renewed Lisbon Strategy objectives.
