El acceso a la formación profesional es uno de los pilares del trabajo decente, especialmente cuando se tiene en cuenta los impactos resultantes de los cambios de producción y servicios producidos por el desarrollo tecnológico. Es la herramienta necesaria que servirá de palanca para el desarrollo social y económico a nivel individual y colectivo. El Sistema Interamericano de Derechos Humanos protege este derecho fundamental que se manifiesta desde el momento de la constitución de la Organización de los Estados Americanos que la incluyeron en sus compromisos internacionales. Además de eso, el fenómeno de la migración laboral y la movilidad humana reclama una acción de los Estados en el proceso de integración de los migrantes en los mercados laborales, especialmente los refugiados en los Países de acogida.

Access to vocational training is one of the pillars of decent work, especially when taking into account the impacts resulting from changes in production and services produced by technological development. It is the necessary tool that will serve as a lever for social and economic development at the individual and collective level. The Inter-American Human Rights System protects this fundamental right, which has been manifested since the constitution of the Organization of American States, which included it in its international commitments. In addition, the phenomenon of labour migration and human mobility calls for action by States in the process of integrating migrants into labour markets, especially refugees in host countries.
