La globalización, los avances tecnológicos y los derechos de la ciudadanía a la información sobre la actividad de las Administraciones Públicas, en el Siglo XXI y en las sociedades democráticas, impulsan a la ciudadanía a ejercer sus derechos de acceso para conocer como desarrollan sus funciones y responsabilidades las personas que la representan y que elaboran, proponen y aprueban la normativa que rige la Sociedad a la que pertenecen. El objeto de este estudio es determinar cómo podría visibilizarse la influencia de los lobbies en la actividad normativa. A tal fin, se analizará en primer lugar el concepto de huella normativa, para pasar en segundo lugar, a exponer cómo podría utilizarse para dar transparencia a esta actividad de influencia de una parte de la sociedad a través de su participación informal en el proceso de elaboración normativa, auspiciada por la buena Gobernanza.

Globalization, technological advances, and the citizenship's rights to information about Public Administration´s activities in the 21st century and in democratic societies, drive citizens to exercise their access rights to understand how those who represent them develop their functions and responsibilities, and how they develop, propose, and approve the regulations that govern the society to which they belong. The aim of this study is to determine how the influence of lobbies on regulatory activity could be made visible. With that finality, the concept of regulatory footprint will be analysed first, and then how it could be used to make this activity of influence of a part of society transparent through its informal participation in the process of regulatory development, sponsored by good governance.
