Queda fuera de toda duda la necesidad de vivienda residencial en nuestro país, siendo más acuciante, si cabe, la escasez de vivienda social para las familias vulnerables. Ante esta necesidad, el objetivo de este trabajo es analizar aquellos terrenos que, en aplicación de la legislación urbanística, deben destinarse prioritariamente a este tipo de viviendas, concretamente los Patrimonios Públicos de Suelo, con el fin de analizar si han servido realmente como instrumento al servicio de la creación de vivienda en régimen de protección pública o, por el contrario, si su actuación como instrumento de política de vivienda ha sido prácticamente inexistente, inacción que pudiera haber contribuido a la situación tan alarmante de emergencia habitacional que caracteriza nuestro país.

There is no doubt about the need for residential housing in our country, and the shortage of social housing for vulnerable families is even more pressing. Faced with this need, the objective of this paper is to analyse those lands that, in application of urban planning legislation, should be allocated as a priority to this type of housing, specifically the Public Land Assets, in order to analyse whether they have really served as an instrument at the service of the creation of housing under a public protection regime or, on the contrary, if its action as an instrument of housing policy has been practically non-existent, inaction that could have contributed to the alarming situation of housing emergency that characterizes our country.
