A comienzos del siglo XVI los maestres y marineros de la villa señorial de Comillas decidieron aprobar una serie de ordenanzas que regulaban tanto el ordenamiento de la pesquería, como la venta del pescado y la comercialización del mismo a través de arrieros, además de otros asuntos. Dichas ordenanzas, hasta aquí inéditas, fueron adicionadas en años posteriores y reformadas en 1612 por el Consejo de Felipe III. Ya en 1662 la cofradía acordó acogerse a la protección de los Santos Pedro y Andrés y dictar unas ordenanzas complementarias sobre aspectos religiosos, asistenciales y administrativos.

At the beginning of the 16th Century the masters and sailors of the manorial village of Comillas decided to approve a series of ordinances that were regulating both the management of the fishing, and the sale of the fish and the commercialization of the same one across muleteers, besides other matters. The above mentioned ordinances, hitherto unpublished, were added in the years later and reformed in 1612 by the Council of Philip III. Already in 1662 the confraternity decided to take refuge in the protection of the Saints Peter and Andrew and to dictate some ordinances complementary on religious, welfare and administrative aspects.
