La Directiva de Servicios, así como su normativa de transposición, incorporaron al ordenamiento jurídico español la figura de la declaración responsable, una técnica autorizatoria que venía a simplificar los procedimientos administrativos ante las continuas trabas en las que se veía inmerso, sustituyendo el control preventivo por un control posterior. La Ley de Costas se vio transformada puntualmente acogiendo los principios que se imponían desde Bruselas, sin embargo, ha sido con la reforma operada en 2013, mediante la Ley 2/2013, cuando hemos asistido a un asentimiento de esta técnica produciendo variaciones en el régimen costero que hace plantearnos la ventaja de este instrumento.
El objetivo del trabajo consiste en analizar el cambio que se ha producido en el ordenamiento costero especialmente a consecuencia de esta irrupción, y la incidencia que ha tenido en el régimen de autorización de obras que prevé la DT 4º de la Ley de Costas.

The Services Directive, as well as its transposition regulations, incorporated into the Spanish legal system the figure of the responsible declaration, an authorization technique that simplified administrative procedures in the face of the continuous obstacles in which it was immersed, replacing preventive control by a later check. The Law of Costs was transformed promptly accepting the principles that were imposed from Brussels, nevertheless, has been with the reform operated in 2013, by the Law 2/2013, when we have assisted to an assent of this technique producing variations in the regime coastal that makes us consider the advantage of this instrument.
