The popular legistative initiative in the spanish Constitution: some possible improvements in the light of the brazilian Constitution of 1988 - David Almagro Castro

La crisis de representación que afecta al sistema democrático español se expresa, entre otras vías, mediante la demanda de una mayor y mejor participación en el circuito de la representación política y en el ejercicio directo del poder político. La doctrina nacional viene trabajando insistentemente en la reforma de los diferentes mecanismos de participación política y, con especial hincapié, en la iniciativa legislativa popular. En este sentido, se antoja de utilidad recurrir al derecho constitucional brasileño con el objeto de aportar argumentos adicionales a favor de acometer reformas constitucionales que doten a esta herramienta de participación ciudadana de verdadera eficacia material.

The crisis affecting the Brazilian democratic system it is shown itself, among other things, through the request of a bigger and a better participation on the representation system as well as a stronger direct exercise of the political power. The national doctrine is working hard in proposing the upgrade of the principal mechanism of political participation and, among these, with special emphasis in the popular legislative initiative. In this sense, it is useful to turn to the brazilian constitutional system with the aim of finding some additional reasons in favour of developing constitutional reforms that gives to this political participation tool a real material efficiency.
