La investidura del Presidente del Gobierno y las similitudes y diferencias de las investiduras de los Presidentes de los ejecutivos autonómicos. (RI §417208)  


Investiture of the President of the Government and the similarities and differences of the investitures of the Presidents of the regional executives - M.ª Isabel Álvarez Vélez

El inicio de la XI Legislatura caracterizada por la fragmentación en la composición del Congreso de los Diputados ha puesto de manifiesto algunas lagunas en el proceso de investidura del Presidente del Gobierno. Así, en la presente publicación se estudian las fases que sigue el proceso de investidura del Presidente del Gobierno que se regula en el artículo 99 de la Constitución, así como se realiza una comparación con las fases de los procesos de investidura de los Presidentes de los ejecutivos autonómicos, que aunque presentan marcada similitudes con el procedimiento previsto en la Constitución también presentan algunas diferencias.

I. PLANTEAMIENTO DEL TEMA: CONSIDERACIONES SOBRE EL GOBIERNO.- II. LA INVESTIDURA DEL PRESIDENTE DEL GOBIERNO EN LA CONSTITUCIÓN DE 1978: 1. Primera fase: Las consultas del Rey y la propuesta de candidato. 2. Segunda fase: Debate parlamentario y votación o votaciones del candidato propuesto. 3. Tercera fase: Nuevas consultas y nuevas propuestas. 4. Cuarta fase: Disolución de las Cortes Generales y convocatoria de nuevas elecciones.- III. PINCELADAS SOBRE LA FORMA DE GOBIERNO DE LAS COMUNIDADES AUTÓNOMAS.- IV. LA INVESTIDURA DE LOS PRESIDENTES DE LOS EJECUTIVOS AUTONÓMICOS: 1. La propuesta de candidato o candidatos. 2. El debate de investidura. 3. Votación o votaciones. 4. Disolución de la Asamblea y convocatoria de elecciones. 5. Nombramiento y toma de posesión del Presidente.- V. A MODO DE CONCLUSIÓN.

The starts of the XI Legislature distinguish of the fragmentation in the composition of the Congress have highlighted some gaps in the process of investiture of the President government. Thus, in this publication we study the investiture of the President, which is regulated in article 99 of the Constitution, and a comparison on the stages of the process of approving the Presidents of the regional executives although there are marked similarities with the procedure laid down in the Constitution, they also have some differences.
