Towards a reformulation of the principle of community preference in the age of economic globalization - Miguel Ángel Cepillo Galvín

Los importantes cambios que se han venido produciendo desde finales del siglo XX en la escena internacional han provocado una crisis del principio de preferencia comunitaria en la medida en que dicho principio ha conducido a una política agrícola de la Unión Europea de carácter proteccionista, difícilmente compatible con el fenómeno de la mundialización. En este articulo se analiza cuál ha sido el funcionamiento en la práctica del principio de preferencia comunitaria y cuáles son sus límites, así como el papel que debe jugar dicho principio en el contexto de globalización económica en que se desenvuelve actualmente la Política Agrícola Común.

The major changes that have been occurring since the late twentieth century in the international arena have greatly undermined the principle of Community preference in so far as this principle has led to an agricultural policy of the European Union protectionist hardly compatible with the phenomenon of globalization. This article discusses what has been the practical operation of the principle of Community preference and what your limits are and the role they must play this principle in the context of economic globalization currently unfolding in the Common Agricultural Policy.
