La profunda crisis económica que padece Europa ha agravado notablemente los desequilibrios sociales existentes, en mayor o en menor medida, en los diferentes Estados miembros. En este contexto, caracterizado por un alarmante crecimiento de los índices de desempleo y, consecuentemente, de pobreza y exclusión social, se ha aprobado recientemente el Programa Europeo para el Empleo y la Innovación Social (“EaSI”). Con la finalidad de afrontar esta compleja problemática, el Programa adopta una estructura tridimensional, en la que se integran de forma sistemática mecanismos e instrumentos anteriormente utilizados a tales efectos. Mediante la introducción de mejoras en el contenido y alcance de las acciones comprendidas en sus respectivos ejes, el Programa trata de coadyuvar al cumplimiento de los objetivos en la materia definidos en la Estrategia Europa 2020. Sin embargo, frente al enorme reto planteado por la globalización económica, se suscitan dudas sobre su efectividad práctica.

The deep economic crisis Europe has notably worsened the already existing social imbalances, to an either greater or lesser extent, in the different Member States. In this context characterized by an alarming growth of unemployment rates and, as a result, poverty and social exclusion, the European Programme for Employment and Social Innovation ("EaSI") has been approved recently. In order to tackle this complex issue, the Programme adopts a three-dimensional structure, in which mechanisms and instruments previously used for this purpose are integrated systematically. Through the introduction of improvements in the content and scope of the covered shares on their respective shafts, the Programme tries to contribute to the fulfilment of the objectives in the matter defined in Europe 2020 Strategy. However, facing the enormous challenge posed by economic globalization, doubts arise about its practical effectiveness.
