País Vasco. (RI §406455)

En esta crónica se analizan, desde una perspectiva jurídica y política, los acontecimientos más relevantes ocurridos en la Comunidad Autónoma del País Vasco durante el año 2006. El Parlamento Vasco aprobó un total de diez leyes, incluida la de Presupuestos Generales de la Comunidad. Entre ellas destacan como las más relevantes las de Aguas y del Suelo por su relación con el derecho a la vivienda y al medio ambiente. El Tribunal Constitucional dictó cinco sentencias declaratorias de inconstitucionalidad de disposiciones de la Comunidad Autónoma Vasca. Por lo que se refiere a la vida política, esta giró en torno al denominado "proceso de paz", frustrado por el atentado de Barajas. Se produjo también un grave enfrentamiento entre el Poder Judicial y el Gobierno Vasco motivado por el procesamiento del Presidente de la Comunidad.

The aim of this chronicle is to analyze, from a juridical and political perspective, the most important events happened in the Autonomous Community of the Basque Country in the year 2006. The Basque Parliament approved ten laws, included the General Budget of the Community. They are important the Law of the Water and of the Soil for their relation with the right to the housing and the environment. The Constitutional Court pronounced five sentences of unconstitutionality of the Autonomous Community regulations. The politics developed around two fundamental questions: the "process of peace", paralyzed by the attempt of Barajas, and the serious clash between the Judicial Power and the Basque Government, as consequence of the processing of the President of the Community.
